The previous versions of the field reporter employed a single parameter to analyze each indicator and this parameter used a mixed scale of veracity of the indicator’s statement (true to false) and scope of the indicator’s activity (localized to widespread), depending on how the indicator was operationalized. This mixed scale was confusing and also its single scale offered a limited representation of the field monitors’ observation. The previous scale represented only the current condition, with the only amplification on this rating being annotations added by the field monitors. However, these annotations were optional and also non-normalized, so they limited the analysis.
The 2019 version of the field reporter adds three more dimensions to enhance the SitRep analysis: a projection forward in time with an escalation potential rating, a response adequacy rating, and the identification of specific groups at risk that is accomplished by simply checking on pre-identified groups at risk. Together with the ratings on the current condition scale, the 2019 version offers an expanded representation of the field monitor observations to support an enhanced, fully-normalized analysis of the SitReps.
